Alexis de Tocqueville was a Frenchman who came to America in 1831 to study its prisons and penitentiaries. He was a very astute judge of the American character and wrote his classic Democracy in America following his two year stay. The below quote is from this book. Apparently, he was very prescient. We had better start treating his writings as if they were precautionary in nature - because they probably were.
